I have eleven years of experience in the technical aspects of Tariff Metering in Power Stations, and can undertake the following types of work:-
Consultancy services on all aspects of MWh and MVArh tariff metering in Power Stations, substations and other bulk supply points of electricity.
Explanation, highlighting, and interpretation of the British regulations governing power station metering. "Plain English" explanations of the passages relevant to tariff metering within the Electricity Act 1989, the Metering Codes of Practice, the Agreed Procedures, the Pooling and Settlement Agreement, the Ancillary Services Agreement, the Pool Rules, and the Grid Code.
Expert Witness in a Court of Law, on the technical aspects of the tariff metering of bulk electricity supply.
Advice during the design stage of a new power station, on what provision must be made for tariff metering and for compulsory load signals to Grid Control Centre.
The whole range of commissioning and acceptance tests on newly-installed tariff metering systems.
Non-routine investigation of suspected fault conditions in metering systems. *
Non-routine diagnosis and repair of small-error (~0.2% or more) faults in metering systems. *
Early detection of a gradually developing fault in a metering system, caused by calibration drift of one of the essential components. The method uses a long-term time-trend analysis of the Main/Check meter discrepancy.
On-site diagnostic measurements/tests to discover the reason for the discrepancy between the Main and the Check meter. *
High accuracy metering analysis and measurements, as part of an Thermal Efficiency Test, Heat-Rate Test, or Plant Acceptance Test. *
Investigation of the reason for an imbalance of the three-phase VT voltage signals in a metering system.
The technical auditing of Tariff Metering systems. Also, advice on the negotiation with the official auditors representing the Settlement System Administrator, on all technical aspects of the audit.
On-site accuracy tests and injection tests of meters, as required by the British Metering Code of Practice Four, Section 10.4. *
Diagnosis and repair of faults in the pulsing system between the meter and the Outstation (or FCL).
Programming of Kenda Outstations and Summators.
Programming of Landis and Gyr FCLs.
Diagnosis and repair of modem faults and other communication difficulties between the Outstation and Settlements/EMC.
Diagnosis and repair of communication difficulties between the Concentrator and the Local Data Collector.
The solving of certain problems occasionally experienced by Stations when using the Metering Data program in the Local Data Collector.
Paperwork, such as requesting a witness, registering meters, informing EMC of the effects of meter faults, etc.
Auditable calculation of meter compensations, for setting up the calibration of a meter. As required (in most cases) by the British Metering Codes of Practice One and Two.
Alternatively, a User Licence for the suite of meter compensation calculation spreadsheets is offered for sale. This would be accompanied by appropriate training of your staff, with one year of telephone, fax or e-mail support. See also the last-but-one item below.
Special purpose, one-off calculations of the effect of unusual grid conditions on the accuracy of the metering.
Testing and maintenance of the MW/MVAr signals that are required by NGC Grid Control, under the (British) Grid Code.
Training of your staff in any of the above items, except the meter compensation calculations, as required. Training in compensation calculations will be provided only in cases where the client buys a User Licence for the suite of Chambers Metercare spreadsheets.
Translation and Interpreter services, English-French, on electrical engineering subjects. (NOTE: I would describe myself as almost, but not quite, fluent in French. Because of my electrical engineering background, I would (in the appropriate circumstances) be a better choice than some professional interpreters who have total fluency but who lack the technical knowledge. I have experience of dealing with French engineers on site in their own language. My formal qualification is an A Level in French, gained as an adult in 1987.)
*The jobs marked with an asterisk may sometimes require the use of a high accuracy meter calibration instrument, such as the Hamburger T3-P. For work outside mainland Great Britain, the customer would be expected to provide this equipment. In some instances, the customer might also need to provide a three-phase voltage/current injector.
I am willing to work at any Power Station, anywhere in Great Britain, Northern Ireland or the Irish Republic. Providing it does not involve a permanent posting abroad of more than six months, I am also willing to undertake work at any overseas site.
